To be clear: The Digital Pet functionality is available in the base game as an unlockable component.
This DLC allows the player to skip directly to having the Digital Pet but in a special mode that disables the rest of the game, effectively making it just a Digital Pet and nothing else (you can switch this on/off in the options menu at any time).
This is for Digital Pet lovers who just want an on-screen pet with no other gameplay.
